Polarisierung in der Demokratie: Formen und Wirkungen

Abstract

Obwohl Polarisierung seit langem als ernsthafte Herausforderung demokratischer politischer Systeme betrachtet wird, sind deren unterschiedliche Formen und Wirkungen bislang kaum aus vergleichender Perspektive analysiert worden. Ausgehend von der Unterscheidung zwischen sozialen und politischen Dimensionen der Polarisierung betrachtet der Beitrag schwerpunktmäßig die Wirkungen letzterer auf die Demokratiequalität und die Funktionsweise demokratischer Regierungssysteme. Dabei zeigt sich, dass politische Polarisierung der Demokratie nicht grundsätzlich wesensfremd ist und eine Reihe von
Effekten zeitigen kann, die das Gelingen der Demokratie potentiell befördern. Zugleich gibt es jedoch beträchtliche Kosten politischer Polarisierung, die bis zur Zerstörung der Demokratie reichen können. Deren konkrete Höhe bemisst sich maßgeblich nach der Qualität und Intensität der Polarisierung sowie der Beschaffenheit des jeweiligen institutionellen, politischen und gesellschaftlichen Kontextes.
